Flake tuna in greased 8-inch square baking dish. Combine the eggs, salt, pepper, paprika, onion, celery, cracker crumbs, and melted butter; whisk to blend. Whisk in milk; pour over tuna. Bake at 325° for 60 to 70 minutes, until set and browned. Arrange hot cooked shrimp around edge of casserole for garnish. Serve with a seasoned white sauce or cheese sauce, if desired.
