In a large skillet, heat oil and butter over medium heat. Add celery, onion, and green pepper; cook until browned and tender. In a bowl, combine meat, potatoes, carrots, and peas; add gravy. Combine meat mixture with the onion and celery mixture; season with salt and pepper to taste. Pour into a baking dish; top with buttered bread crumbs. Bake at 375° for 30 minutes.
